If the rule is too strict (e.g., below the knees), it often leads to students rolling up their skirts as soon as they leave school grounds. The ideal length is both fashionable and appropriate.
My conclusion: I consider a length of approximately mid-thigh to just above the knees to be appropriate. It is modern, looks neat, and respects the academic environment.
